As part of these responsibilities, the division processes applications, establishes accounts; issues permits, licenses, decals and cigarette stamps; and resolves taxpayer report processing issues.<br><br><strong>General Description<br><br></strong>The Comptroller’s office is seeking Accounts Examiner III positions in the Account Maintenance Division. This role performs journey level accounts examination work.<br><br>In the Electronic Reporting Section of the Account Maintenance Division: Researches, analyzes and processes electronic transmissions of tax reports and payment information. Provides customers with technical support over the phone and through email.Examines taxpayer accounts to determine if proper transactions are entered into the tax processing system(s) and documents actions.<br><br>In the Tobacco Tax, Amusement & Agriculture/Timber Exemptions Section: Researches, analyzes, validates and processes applications for taxes and fees, electronic transmissions, tax reports and payment information received from taxpayers. Responds to telephone calls and inquiries and makes outgoing calls to taxpayers.<br><br>Apply today and help the Comptroller's office keep the Texas economy strong.<br><br><strong> Work Hours <br><br></strong>Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination.<br><br>This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates.<br><br><strong>Qualifications<br><br></strong><strong> Minimum Qualifications <br><br></strong><ul><li> Graduation from an accredited college or university with an associate’ s degree. <br><br></li></ul><strong>Preferred Qualifications<br><br></strong><ul><li> Graduation from an accredited college or university with a bachelor’s degree in accounting, finance or business-related fields. </li><li> Experience in accounting, finance or business dealing with analytical/problem-solving issues. </li><li> Experience with tax processing systems including ITS, TPR and AWM. </li><li> Experience with Secretary of State and Texas Workforce Commission inquiry. </li><li> Experience with OnBase. </li><li> Experience with Franchise tax statutes and reporting requirements . </li><li> Experience with Franchise tax processing system . <br><br></li></ul><strong> Substitutions <br><br></strong>One (1) additional year of work experience in an accounting, finance or business dealing with analytical/problem solving issues may substitute for 30 semester hours of educational requirement with a maximum of 120 semester hours(four years).<br><br><strong> In this role you will <br><br></strong><strong> Electronic Reporting Section <br><br></strong><ul><li> Participates in the design & development of electronic reporting programs. Reviews taxpayer electronic reports and payment transactions for accuracy of computations, proper tax rate and correct payment information. Administers the sales tax Webfile program including system enhancements and taxpayer/agency personnel assistance. Administers EFT (electronic funds transfer) programs, including adding new taxes, identifying mandatory taxpayers, and resolving problems for taxpayer and agency personnel. Documents an accurate record of taxpayer communications and actions. Identifies processing problems/errors and notifies supervisor. </li><li> Interprets tax statutes, rules and regulations to enforce electronic reporting and payment requirements. Provides taxpayers and tax practitioners with information on electronic reporting and payment options. Resolves taxpayer inquiries regarding electronic reporting and payment programs. Receives and processes EDI (electronic data interchange) reports for sales tax, direct pay, crude oil, natural gas, motor fuels, and IFTA (International Fuel Tax Agreement). Responds to questions from taxpayers, tax practitioners, vendors and agency personnel. </li><li> Prepares documentation to justify actions and monitors accounts for completion of subsequent actions. Makes recommendations for procedure changes and assists with writing section procedures. Identifies system problems and conducts testing.Informs supervisor of problems or errors and recommends appropriate actions for resolution. </li><li> Performs other related duties as assigned. <br><br></li></ul><strong> Tobacco Tax, Amusement & Agriculture/Timber Exemptions Section <br><br></strong><ul><li> Processes tax applications for taxes and fees received from taxpayers. </li><li> Provides permits for retailer entities who buy or sell cigarette and/or tobacco products in Texas and issues amusement machine and cigarette vending machine decals. </li><li> Examines, edits and updates taxpayer accounts using information provided by taxpayers for changes to their account data. </li><li> Processes renewals for coin operated amusement machine, cigarette, cigar and/or tobacco product retailer permit holders. </li><li> Updates the cigarette tax inventory for stamps purchased and received from the vendor. </li><li> Processes cigarette stamp orders received from taxpayers including the preparation and shipment of boxes of cigarette stamps that weigh more than 45 pounds apiece. </li><li> Helps unload trucks filled with cigarette stamps in boxes weighing more than 45 pounds apiece. </li><li> Responds professionally to questions from taxpayers, tax practitioners and agency personnel. </li><li> Prepares documentation to justify actions and monitors accounts for completion and subsequent actions. </li><li> Uses a mainframe computer and personal computer to maintain and update files or produce reports. </li><li> Examines taxpayer accounts to determine appropriate and complete action(s) and ensures proper transactions are entered into the tax processing systems and properly documents actions. </li><li> Reviews tax reports for accuracy of computations, proper tax rates and correct payment information. </li><li> Participates in procedure writing. </li><li> Provides information verbally and in writing when communicating with other division personnel, coworkers, management, and agency customers. </li><li> Informs supervisor of status and progress of activities and workload inventories. </li><li> Informs supervisor of problems or errors and recommends appropriate actions for resolution. </li><li> Identifies and informs appropriate personnel of work status, changes or problems that affect the section or others. </li><li> Makes recommendations for procedure changes and writes procedures.
