This position ensures organizational efficiency, regulatory compliance, and alignment with company objectives, while driving process improvements across administrative functions. <br></p> <p><strong>Key Responsibilities </strong></p> <p><strong>1. Executive & Strategic Leadership </strong></p> <p>Provide leadership, direction, and oversight for Accounting, Recruiting, and HR departments. </p> <p>Develop and implement organizational policies, procedures, and best practices. </p> <p>Align departmental strategies with company goals and contract requirements. </p> <p>Oversee budgeting, forecasting, and operational performance metrics. </p> <p>Lead cross-functional collaboration and ensure communication across departments. </p> <p>Identify operational risks and implement mitigation strategies. </p> <p>Ensure compliance with federal, state, and local employment and financial regulations. </p><p><br></p> <p><strong>2. Accounting Department Management </strong></p> <p>Leadership & Oversight </p> <p>Supervise accounting staff and daily financial operations. </p> <p>Oversee payroll operations and timeliness </p> <p>Ensure accuracy in financial reporting, payroll, billing, and reconciliations. </p> <p>Oversee contract billing, cost accounting, and indirect rate management (if applicable). </p> <p>Manage accounts payable/receivable processes; expense reports. </p> <p>Coordinate audits and maintain internal controls. </p> <p>Experience managing accounting teams and financial systems is a plus </p> <p><br></p> <p><strong>3. Recruiting Department Management </strong></p> <p>Direct full-cycle recruiting operations to support organizational growth. </p> <p>Develop workforce planning strategies aligned with contract and business needs. </p> <p>Oversee sourcing strategies, applicant tracking systems (ATS), and candidate pipelines. </p> <p>Ensure compliance with Equal Employment Opportunity (EEO) and affirmative action requirements. </p> <p>Establish recruiting KPIs (time-to-fill, cost-per-hire, quality of hire). </p> <p>Manage relationships with external recruiting agencies and job platforms. </p> <p>Ensure proper onboarding coordination with HR. </p> <p>Experience managing high-volume recruiting environments. </p> <p>Knowledge of: </p> <ol><li>Applicant tracking systems (ATS) </li><li>Federal contractor recruiting requirements </li><li>Workforce planning and talent acquisition strategies </li><li>Strong leadership and talent evaluation skills.</li></ol> <p><strong><br></strong></p><p><strong>4. Human Resources (HR) Management</strong></p> <p>Leadership & Oversight </p> <p>Lead HR operations including employee relations, compliance, benefits, and performance management. </p> <p>Oversee employee lifecycle processes: onboarding, performance management, and offboarding. </p> <p>Ensure compliance with federal and state labor laws (FLSA, FMLA, ADA, EEOC). </p> <p>Manage benefits administration and compensation structures. </p> <p>Lead employee relations investigations and conflict resolution. </p> <p>Maintain HR policies and ensure consistent application. </p> <p>Support leadership with organizational development and workforce planning. </p> <p><strong><br></strong></p><p><strong>HR Requirements</strong> </p><p><strong>5. Multi-State Employment Compliance </strong></p> <p>The Director of Administration must ensure compliance across all states where employees are located. This includes: </p> <p>Key Compliance Areas </p> <p>Wage and Hour Laws (Minimum wage, overtime rules vary by state) </p> <p>State-Specific Paid Leave Requirements: </p> <p>Paid sick leave mandates (e.g., CA, NY, TX local ordinances if applicable) </p> <p>Family and medical leave programs (state-level expansions beyond FMLA) </p> <p>Payroll Tax Compliance: </p> <p>State withholding requirements </p> <p>Unemployment insurance (SUI) rates and reporting </p> <p>Employee Classification: </p> <p>Proper exempt/non-exempt classification </p> <p>Independent contractor vs. employee distinctions </p> <p>Workplace Policies: </p> <p>State-specific handbook updates </p> <p>Anti-harassment and discrimination training requirements </p> <p>Workers’ Compensation: </p> <p>State-specific insurance and reporting requirements </p> <p><br></p> <p><strong>Qualifications Summary </strong></p> <p>Bachelor’s or Master’s degree in Human Resources, Business Administration, or related field. </p> <p>HR certification preferred (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR). </p> <p>Knowledge of: </p> <p>FLSA, ADA, FMLA, EEOC regulations </p> <p>Employee relations best practices </p> <p>Benefits administration </p> <p>Experience managing HR teams and systems (HRIS platforms). </p> <p>5+ years managing multi-functional teams. </p> <p>Strong knowledge of multi-state employment laws and compliance requirements. </p> <p>Experience in government contracting environment preferred. </p> <p>Excellent communication, leadership, and decision-making skills. </p> <p>Demonstrated ability to perform effectively in fast-paced, high-pressure environments. </p> <p>Policy development and process standardization </p> <p><br></p> <p><strong>Physical Demands and Work Environment: </strong></p> <p>While performing the duties of this position, the employee is regularly required to talk, listen, and write.
