Position Summary: The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in 3K through grade 12 (not including charters). The team also oversees policies and processes for gifted & talented programs. The Office of Student Enrollment supports the NYCDOE's core priorities by designing and implementing admissions policies and processes that provide all students with access to high quality public schools.

The Enrollment Research, Analytics, and Policy team manages research and analysis for all admissions processes and other enrollment-related processes, and collaborates across the DOE to provide 3K-12 data and research support.

The ERAP Project Manager manages all aspects of research and analytics related to the admissions processes administered by the Office of Student Enrollment (OSE), including 3K, pre-kindergarten, kindergarten, gifted and talented programs, middle school, high school, and specialized high school admissions. The incumbent participates in policy and process decisions that support the continuous improvement in managing operations centrally and in field offices and supports ongoing internal and external publication and communication efforts, provides management of analytics and data management work, and supports operational and logistical tasks. Performs related work.

Key Relationships: Works closely with OSE Executive Directors, Senior Directors, Project Managers, and Community Coordinators. Also works with other First Deputy Chancellor offices, and others across the organization, and external stakeholders and researchers.

Responsibilities
Admissions Process Management

  • Manage all analytical aspects of the admissions process including application tracking, data collection and management, data cleaning, developing seat and match targets (the number of students that may receive an offer to a school or program) and reporting to schools and other stakeholders, and list noticing students to school registers.
  • Become a content expert with MySchools, OSE's online application system, work closely with developers when troubleshooting and fixing bugs and introducing/implementing new features, and coordinate testing of MySchools across OSE teams.
  • Create standard and ad hoc reports regarding registers, applicants, seats, demographics and other enrollment-related information which can be utilized by principals, Borough Offices, Family Welcome Centers, and Central staff to make informed decisions.
  • Update/build out school directory information, including managing data-related aspects of the school directory, and performing research related to what information is most important to support school choice decisions based on conversations with families and community-based organization.
  • Provide timely and appropriate responses to inquiries from other central offices, school support organizations, schools, Community Education Councils (CEC), advocacy organizations and community stakeholders.

Research Work

  • Represent OSE at public meetings and family-facing presentations.
  • Collaborate and coordinate with external researchers and community-based organizations regarding data and research needs.
  • Develop content expertise in best practices from other school districts and external research findings related to key enrollment areas such as pro-diversity admissions policies and the impact of student mobility.
  • Represent OSE at parent forums, back to of school enrollment, fairs, and other venues, as needed. Some events take place during evenings and weekends.

Project Planning

  • Work within and across central DOE offices and organizations to coordinate the implementation of policy directives and procedural initiatives relative to the enrollment, admissions, eligibility and equity of access processes.
  • Develop and implement the team's research agenda with an eye towards increasing equity in the system, including identifying and compiling data to provide evidence for policy changes.

Qualification Requirements
Minimum

  • A master's degree from an accredited college in education, guidance, educational administration and supervision, or a related field and at least two (2) years of full-time satisfactory professional experience in educational program administration, career or occupational program administration, or as a state certified or licensed teacher, one (1) year of which must have been in a supervisory/consultative capacity; or
  • A baccalaureate degree from an accredited college and three (3) years of full-time satisfactory professional experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization plus seven (7) years of full-time, satisfactory professional experience as described in "1" above; or
  • A combination of education and/or experience which is equivalent to the requirements in "1," "2," and "3" above. However, all candidates must have at least an approved four-year high school diploma or its educational equivalent as well as the two (2) years of full-time satisfactory professional experience as described in "1" above.

Preferred

  • Excellent project management skills related to planning, organization, problem-solving and assessment.
  • Familiarity with New York City school landscape.
  • Excellent organizational and interpersonal skills in dealing with administrative and school-based personnel, as well as with colleagues within the Office of Student Enrollment.
  • Experience with education research methods and statistical software tools, such as Stata.
  • Attention to detail and ability to identify issues and inconsistences in data.
  • Proficient in Microsoft Office applications, including Word, PowerPoint, Excel, and Access.
  • Able to prepare clear and cogent written documents and to make verbal presentations.
  • Creative problem-solving skills, with the ability to perform independently.
  • Ability to work under pressure and effectively prioritize in a demanding environment.
  • Availability to work some evenings and/or weekends.

Salary
: $110,012

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
