ERS is seeking an Investments Program Specialist to perform complex (journey-level) consultative services and technical assistance work for the Investments Division. Work involves managing client relationships, and overseeing project executions and providing consultative services and technical assistance to Investments staff, other agencies, key stakeholders, or the general public. May provide guidance to others. Works under general supervision and the direction of the Investments Administration Manager, with moderate latitude for the use of initiative and independent judgment.

Essential Responsibilities include, but are not limited to :

  • Manages the annual and ad hoc updates to the BNY Mellon Signature Card / Letter and Notices Letters, ensuring accuracy when there are changes in signature authority, or when signers resign or retire.
  • Manages and distributes incoming gifts for the Investments division, ensuring proper documentation and reporting through the MyCompliance (MCO) system, working with Internal Audit and the Executive Office.
  • Oversees, develops and assists in the preparation of administrative reports, including training reports, gift logs, and standard operations procedures, research studies, PowerPoint presentations, and specialized projects.
  • Coordinates and supports various trading compliance initiatives, including monitoring and maintaining restricted trade lists and preparing reports for ERS and other governmental agencies.
  • Maintains and updates the ERS contact lists for private market funds, including managing data for fund closings.
  • Regularly monitors and updates division reports on both internal and external websites as necessary.
  • Responds to complex inquiries about policies and processes, and applies relevant rules, regulations, policies and procedures to resolve issues.
  • Handles escalated administrative matters and responds to staff or members in a timely manner.
  • Identifies and makes recommendations to improve Investments Administration operational practices; assist with development and review of departmental guidelines, procedures and practices.
  • Develops enhancements and improvements to existing processes; identifies needed areas of change and makes recommendations to improve operations.
  • Composes, prepares, reviews and / or distributes correspondence, reports, studies, forms, reports, policy and process documents, staff bios, reference guides and other informational materials.
  • Researches, prioritizes, and follows up on incoming issues and concerns including Human Resources inquiries, performance evaluations, ICP questions, and IAC member's information. Determines appropriate course of action, referral, or response.
  • Serves as backup to the Records Coordinator, overseeing the implementation of the division's records management program.
  • Serves as backup to division liaison and point of contact for matters related to SharePoint.
  • Serves as backup to the point person for division communications with the Investment Advisory Committee (IAC) members, including the processing of travel associated with Board / IAC meetings.
  • Serves as backup for staff involved in the quarterly ERS board meetings, ensuring smooth operations.
  • Serves as backup to Investment Scheduler, ensuring all scheduling needs are met.
  • Serves as backup support to the Administrative Assistant in greeting visitors and managing a busy phone line.
  • Assists with Investments conferences as needed.
  • Assists with the organization of ACIC meetings including associated workshops and working sessions. Responsible for the distribution and recordkeeping of meeting materials and other documents.
  • Assists with uploading confidential documentation in DocuSign for signatures required from high level managers.
  • May manage, oversee, promote, and develop employee recognition awards and programs as needed.
  • Adhere to the agency's attendance and leave policies by attending work regularly.
  • Performs other duties as assigned by management.

Required Minimum Qualifications : Your application for employment must reflect how you meet each of the following minimum qualifications :

  • Graduation from an accredited high school or GED, plus 60 semester hours from an accredited college or university. Each year of experience over the minimum required may be substituted for one year (30 semester hours) of required college credit.
  • Three (3) years of program support experience in an institutional investments organization or similar environment.
  • Three (3) years of experience researching, compiling and analyzing data and / or reports.
  • Three (3) years of experience using MS Office (Excel, Word and PowerPoint) to produce work products. Qualifying experience must include some of the following : creating and editing charts; creating diligence memos, creating and / or editing presentations for internal and / or external audiences.
  • Preferred Qualifications : Your application for employment should reflect how you meet the following preferred qualifications :
