With Northrop Grumman, you’ll have the opportunity to be an essential part of projects that will define your career, now and in the future.<br><br>Northrop Grumman is seeking a Supply Chain Subcontract Specialist, level 3/4, We are seeking a highly motivated individual to act as trusted advisor and subject matter expert for subcontracting actions supporting the IMS Operating Unit on the APN-241 program. The successful candidate will demonstrate the skill and ability to analyze and develop innovative solutions to complex problems and be able to communicate effectively at the highest levels. The candidate must possess in-depth knowledge and understanding of Federal Government contracting regulations and best practices and be prepared to perform with limited supervision.<br><br><strong>Responsibilities Include<br><br></strong><ul><li>Develop subcontract specifications, work statements, and terms and conditions for the procurement of services, specialized materials, and/or equipment</li><li>Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, performs price/cost, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts</li><li>Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded</li><li>Negotiates and coordinates additions, deletions, or modifications to subcontracts</li><li>Participates with program functional areas to coordinate subcontract funding, invoice processing and program reviews.</li><li>Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users</li><li>In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules</li><li>Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations</li><li>Manages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.</li><li>Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement</li><li>Manages and develops strategic/key suppliers. Reviews and approves supplier payments<br><br></li></ul><strong>Basic Qualifications<br><br></strong><strong>Supply Chain Subcontract Specialist (Level 3):<br><br></strong><ul><li>Must have high school diploma or equivalent (GED) with at least 9 years of relevant experience; will consider 5 years of relevant experience with bachelor’s degree or 3 year of relevant experience with Master’s</li><li>Understanding of procurement policies, procedures, and regulations</li><li>Solid understanding of procurement principles, policies, procedures, and regulations</li><li>Capable of working in a fast-paced environment, able to multi-task, make decisions in a timely manner and display strong interpersonal skills</li><li>Solid knowledge of FAR/DFARS and associated Federal Contracting regulations is requisite</li><li>Strong organizational skills and demonstrated ability to effectively communicate with myriad levels of the organization including but not limited to developing and delivering to sector, division, business unit and Customer Leadership</li><li>Ability to maintain high level of confidence in the areas of supply chain along with relative understanding of basic project</li><li>Strong verbal and written communication skills</li><li>Demonstrated leadership, critical thinking and innovative behaviors in past projects, roles or experiences</li><li>Proficiency with Microsoft Office including Word, PowerPoint, and Excel.<br><br></li></ul><strong>Sr. Supply Chain Subcontract Specialist (Level 4)<br><br></strong><ul><li>BS/BA degree with 8 years of subcontract and/or supply chain administration and supplier management experience or 6+ years with a Master’s degree or 12 years of experience in lieu of degree</li><li>In-depth understanding of procurement policies, procedures, and regulations are essential</li><li>Previous experience with FAR, DFARS, and other U.S. Federal Government contracting regulations</li><li>The ability to work well in team environments and lead negotiations with major subcontractors is required</li><li>Strong organizational, written, and oral communication skills</li><li>Experience in capture and proposal activities in a government acquisition environment</li><li>Proficiency with Microsoft Office Suite</li><li>Ability to work with minimal supervision and apply sound judgment to problem solving</li><li>Ability to obtain and maintain DoD Secret Security Clearance<br><br></li></ul><strong>Preferred Qualifications<br><br></strong><ul><li>Working knowledge of SAP</li><li>Active DoD Secret Security Clearance</li><li>Experience with and/or a basic working knowledge of the following is a plus: Prime flow down analysis to include classified requirements Statement of work (SOW) development for product development (including custom hardware and software)</li><li>Experience with the following subcontract types: Time & Material, Cost Reimbursable, or Cost Plus <br><br></li></ul>Salary Range: $78,700.00 - $130,600.00Salary Range 2: $98,100.00 - $162,600.00<br><br>The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.<br><br>Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
