<strong>Job Description</strong><br><br><strong>HUMAN SERVICES ADMINISTRATOR</strong><br> Job Code: 75400 Salary Grade: 22 FLSA: Exempt, Salary Range: $68,778 - $110,732<br><br><strong>Essential Functions: </strong><br> The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.<br><br>Manages, directs and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; processes employee concerns and counsels or disciplines as appropriate: completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.<br><br>Organizes, prioritizes, and assigns work; prioritizes and schedules work activities to meet objectives in a fast-paced environment; ensures subordinates have proper resources needed to complete assigned work; monitors status of work in progress and inspects completed work; confers with assigned staff to assist with complex situations and provide technical expertise; provides progress and activity reports to management; assists with the revision of procedure manuals as appropriate; and provides oversight to contractors providing services under assigned area of responsibility.<br><br>Supports department and County's strategic objectives; plans and manages operational activities and resources for assigned division which help drive positive outcomes that align with County objectives; determines division priorities, goals and objectives; assists in strategic planning; designs division programs /processes and evaluates their effectiveness; and provides program updates to director.<br><br>Assists in preparing annual budget for area of assignment; monitors expenditures to ensure compliance with approved budget; prepares bid requests, purchase orders, and other financial documentation<br><br>Assists in developing short- and long-term goals, plans, and objectives for the department; researches and assesses current and future human services needs and offerings to support the department's strategic plan as assigned; and makes appropriate recommendations.<br><br>Monitors programs on a macro level to ensure consistency with the consolidated plan; tracks expenditures against funding commitments and match requirements; evaluates program design/implementation against program specific rules; performs risk assessments and identifies potential problems in program compliance or overall service delivery; develops performance measures to be used in the evaluation of programs and projects; drafts written agreements with sub-recipients; and develops project and monitoring schedules for service providers.<br><br>Assists in the administration of countywide human services; revises and updates division policies, and procedures; gathers, compiles and analyzes complex statistical data and prepares program activity reports, correspondence, BOC Agenda Items, and other documents as needed; and advises departmental managers/supervisors and County administrators regarding human services practices and issues.<br><br>Monitors human services projects on a micro level; reviews performance and activities of third-party service providers to ensure compliance and adherence to program requirements; makes site visits and conducts desktop reviews to assess progress; reviews financial expenditures and request for funds to ensure funds are spent in accordance with the funding agreement and applicable regulations; compiles performance data and tracks activities per contract stipulations, service agreements, and project schedules; and prepares program evaluations and/or performance measurement reports for review by supervisor.<br><br>Monitors, assesses, and documents the performance of grant sub-recipients and program participants to ensure compliance with program requirements and applicable local, state, and federal regulations; and ensures overall compliance of the programs administered by the department and by individual recipients and participants.<br><br>Develops public and private partnerships; develops aging well/homebound/home repair services program; provides volunteer management; and develops pilot programs /community events.<br><br>Coordinates planning of new senior facilities and facility improvements; conducts market analyses for human services projects; and contracts with other municipalities for human services.<br><br>Assists in establishing a clear vision and direction for multi-purpose senior centers and community senior centers; ensures programing addresses the needs of the communities served; and ensures facilities foster a secure and healthy environment.<br><br>Monitors transportation service delivery to ensure consistency with the consolidated plan; assists with long-term planning for transportation services; and conducts needs assessments related to transportation resources and recommends budget enhancements as needed.<br><br>Serves as a liaison between the department and partnering agencies; meets regularly with participants to answer questions, provide technical assistance, explain program information, review submission of program documentation, and to resolve problems; and coordinates and facilitates training and orientation workshops. <br><br>Identifies, documents, and initiates corrective action for customer service issues or potential discrepancies in program compliance; documents issues and notifies program managers and service providers; follows departmental procedure to initiate a resolution process or other applicable procedures as appropriate; and provides follow-up measures to ensure agencies/sub-recipients are adhering to standards and compliance deficiencies are corrected.<br><br>Oversees and participates in the maintenance of files and records pertaining to programs monitored; compiles and/or monitors various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes trends; and prepares or generates reports.<br><br><strong>Minimum Qualifications:</strong><br> Bachelor's degree in Public Administration, Business Administration, Sociology, or closely related field required; five years of progressively responsible experience in one or more of the following program administration areas: grants, transportation, senior services, quality assurance/performance improvement, and external affairs; to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.<br><br><strong>Specific License or Certification Required:</strong> Must possess and maintain a valid Georgia driver's license.<br><br><strong>Supplemental Duties: </strong>Organize and manage medical trips, including dialysis, ensuring timely and reliable service for clients. Plan and facilitate quality-of-life activities and senior center trips to enhance client engagement and overall well-being. Track and manage driver schedules, routes, and performance metrics to ensure safety, efficiency, and adherence to schedules. Act as a point of contact for senior centers and clients, addressing concerns, providing updates, and ensuring a positive service experience. Oversee fleet operations, ensuring vehicles are maintained, and communication systems function effectively to support seamless service delivery. Monitor activities, track data, and prepare reports to improve workflow and align with organizational objectives.<br><br>Supervise a team of 4 to 10 employees, providing training, performance evaluations, and day-to-day guidance to ensure operational success.
