Specialist Procurement Advisor
Location: South East London (Hybrid Working)
Contract: 3-Month Ongoing Contract
Rate: £480 per day (Umbrella)
Hours: Monday to Friday, 9:00am – 5:00pm
Working Pattern: 3 days in the office, 2 days working from home

We are seeking an experienced Specialist Procurement Advisor to play a key role in delivering these approved business cases and driving commercial outcomes across the organisation. This is an excellent opportunity for a highly capable procurement professional with strong public sector experience to make a visible impact within a large-scale transformation programme.
The RoleAs Specialist Procurement Advisor, you will be responsible for leading the delivery of approved business cases while supporting the implementation of the organisation's Procurement and Contract Management Target Operating Model.

You will work closely with service areas, finance teams, suppliers, and programme stakeholders to ensure agreed savings, benefits, and service improvements are achieved. This is a hands-on delivery role requiring a proactive individual who can work at pace, influence senior stakeholders, and drive procurement-led change.

Key ResponsibilitiesProcurement & Commercial Delivery

  • Develop and implement category plans aligned to approved business cases.
  • Deliver agreed savings, benefits, and commercial outcomes.
  • Translate approved business cases into practical delivery plans with clear actions, owners, and timelines.
  • Drive procurement and contract management improvements across key spend categories.
  • Ensure compliance with Contract Standing Orders, governance requirements, and procurement regulations.
Supplier & Contract Management
  • Lead negotiations with suppliers to secure improved pricing, contract terms, and value for money.
  • Establish and embed effective contract management practices.
  • Implement regular supplier performance reviews and governance meetings.
  • Identify opportunities for further efficiencies and supplier-led improvements.
Programme Delivery & Stakeholder Engagement
  • Coordinate delivery activity across services, finance teams, programme teams, and suppliers.
  • Act as the primary point of contact between service areas and the transformation programme.
  • Lead weekly delivery meetings, monitor progress, and maintain delivery momentum.
  • Manage risks, issues, dependencies, and escalation routes.
Financial & Benefits Realisation
  • Work closely with Finance Business Partners to validate savings and benefits.
  • Support financial tracking, reporting, and benefits realisation activities.
  • Ensure delivery aligns with agreed financial baselines and methodologies.

Essential Experience & SkillsWe are looking for candidates with:
  • Significant procurement and commercial management experience within local government, public sector, or similarly complex environments.
  • Proven experience delivering complex business cases, transformation programmes, or procurement-led change initiatives.
  • Strong category management expertise and experience developing procurement strategies.
  • Demonstrable success delivering measurable savings through supplier negotiations and third-party spend management.
  • Strong knowledge of sourcing, supplier relationship management, and contract negotiation.
  • Experience working within procurement and contract management frameworks.
  • Experience managing financial tracking, benefits realisation, and governance processes.
  • Strong risk management, problem-solving, and programme delivery capabilities.
  • Sound understanding of the Procurement Act 2023 and public sector governance requirements.
